In developing effective traffic signal settings, it is extremely important to understand the functions of the various controller settings for controlling vehicle traffic. Unfortunately, many of our streets and highways are cluttered by traffic signals that were set up without this understanding. It is not uncommon for signal personnel who do not possess a proper understanding to attempt to provide for "safe" operation in intervals that have nothing to do with safety. This commonly has lead to intersections that operate sluggishly and waste a great deal of the public's time and money. Less often, lack of understanding has actually led to unsafe intersection operation.
