Travel Forecasting Guidelines for the Federal and California Clean Air Acts

Travel demand forecasting models have been developed and applied over the past three decades for the purpose of forecasting travel demand for long-term planning activities such as alternatives analyses, county general plans and corridor analyses. In recent years, these travel demand forecasting models have been proposed for use in emissions inventories, traffic operational analyses and congestion management planning to meet the legislative requirements in the Federal Clean Air Act Amendments (1990), the California Clean Air Act (1988) and the California Congestion Management Program (1990).
