Traffic and Incident Management System for 1-95 in the Philadelphia Area

The signing of the Intermodal Surface Transportation Efficiency Act (ISTEA) into law on Dec. 18, 1991, has stimulated the application of advanced technologies for the purposes of traffic management, especially in the urban areas. ISTEA also defines the specific parameters for classifying the corridors that require early implementation of intelligent transportation systems (ITS) operational tests. The parameters include limited corridor expansion capability, critical ozone nonattainment and excessive traffic densities.
