Predicting the 24-Hour Delay at Signalized Intersections

The Washington State Department of Transportation (WSDOT), as well as transportation authorities throughout the United States, is under increasing pressure to make the most effective use possible of transportation funds. To address the limited funds available for new capacity improvements, the Washington State Legislature adopted a resolution mandating that highway improvement funds be spent equitably. Responding to this, WSDOT has developed a statewide cost-benefit method for prioritizing new capacity improvement projects.
