Projecting Annual Traffic Volumes from Peak Hour Volumes

摘要

This article presents a method for taking output from a transportation planning model and factoring up those values to represent total annual traffic volumes. This factoring takes into account different levels of congestion during peak and off-peak hours. Implementation of this method allows for decisions to be made regarding long-term transportation investments in a more comprehensive manner than often is done at present.
