A major concern is how, despite the growing urban population and concentration of poverty in urban slums, policymakers continue to de-prioritise urban poverty. The Department for International Development's (DFID) new Water and Sanitation Policy focuses its efforts at rural areas although it recognises the distinct challenges of urban areas (DFID 2009). In 2009, the International Development Committee urged DFID to keep under careful review this commitment in the new policy arguing that although the sanitation and water provision in many rural and remote areas is very low, the balance of need may be shifting in line with the trend of urbanisation.
