摘要

This book analyzes how local governments in Mexico coped with new responsibilities and resources in the wake of decentralization policies that began in the 1980s. The focus is on smaller municipalities - those that are not state or national capitals, for example. The author concludes that there are wide differences between government performance in different municipalities. The main thesis of this book is that governmental performance is the consequence of a combination of different factors: inter alia, new opportunities and resources, the impact of leadership motivation and choices, the influence of civic history and the effect of institutions that constrain and facilitate innovation.
