Israel's Finance Ministry is proposing two tax changes designed to encourage sales of less-polluting vehicles.The new measures, unveiled Sept. 9, would base purchase tax reductions on a revised system of "green ratings" for hybrid and internal combustion vehicles. They also would reduce "usage value" taxes on battery-powered company cars to encourage their corporate use.
