1. An explicit mandate for broadcasters to cover sustainable development in an impartial manner will improve transparency and accountability and encourage public debate. 2. A high-level commitment to sustainable development should lead to better programmes, because it will influence the culture of the broadcasting organisation and strengthen the hand of commissioning editors. 3. To achieve changes in individual behaviour many national governments still need to create an appropriate political environment, where broadcasters role in informing the public about sustainable development is recognised and supported.
