Germany's RegTP was Europe's first regulator to carry out a comprehensive stakeholder consultation on the regulatory implications of VoIP. Its President Matthias Kurth outlines their conclusions Internet telephony was first debated in the 1990s. But just as quickly as the topic surfaced, it seemed to disappear again in the late 1990s as the Internet hype died down. Yet for some time now, Voice over IP (VoIP) has been attracting renewed interest. Discussion of this topic "Voice over IP - Revolution or Evolution? " is not, to my mind, about whether IP telephony will materialise, but about how quickly this will happen.
