Divvying up the Digital Dividend: the key spectrum debates in 2008 (and beyond)

How to best utilise the Digital Dividend, the substantial chunk of spectrum which will be freed up when analogue broadcasting signals are switched off and replaced with digital services, has dominated the radio spectrum world in 2007 and will continue doing so in 2008 and beyond. As with many related spectrum issues the situation is most complex in the European Union where 27 members states are all at different stages of turning off the analogue signal and many have quite different ideas as to the best use for the extra spectrum. The European Commission has its own ideas, and its efforts to impose them are not being met with great enthusiasm in many quarters.
