Back in 2002, Germany's independent Monopoly Commission recommended the founding of 'a general regulatory body for network sectors' - a recommendation that was subsequently adopted into law by the legislature.rnThe existing Regulatory Authority for Telecommunications and Posts was to be incorporated into this new multisectoral regulatory authority in order to create 'network competition through regulation'. At that time, one of the motivations behind this was a wish to keep staff rotating within the new authority and so prevent the relationships individual officers had with particular sectors and enterprises from becoming too cosy.rnThis idea was also taken up by the Federal Network Agency because it was a way of ensuring desirable transfers of know-how took place between the various sectors. In addition to this, there was the fact that the regulatory measures necessary to create competition would be identical across different network industries.
