Initially an issue between network operators and content producers, alleged discrimination in data transmission has led to heated debates on "network neutrality" on the international policy agenda. The fundamental underlying idea is that Internet Service Providers (ISP) should be obliged - by National Regulatory Authorities - to treat all data transfers in a similar fashion without discrimination.
