ITRs: the great game of Internet control?

Is the Internet bound for a policy war, and if it is, where will be the principal theatre of that war? Whilst domain names and related Internet issues have caused a series of international wrangles over two decades and ICANN governance is an enduring policy topic, the near-term conflict concerns the ITU and its upcoming World Conference on International Telecommunications (WCIT-12) in Dubai this December and perhaps sets the stage for a collision between telephony and Internet policy worldwide.
