The orientation given to the activities carried out in the science and technology area has been and is a matter of particular relevance both at the institutional and the country levels, and even at the regional level. However abundant the available resources are, it can be expected that the sum of the needs and wishes will always be larger, generating frustrating situations of limitation and deficit.rnThe science planning and promotion offices, as well as the international organizations that carry out cooperation programs, have a permanent need to evaluate and review the programmatic lines that have been previously established. Often, the government changes or even changes in the respective authorities or responsible functionaries carry modifications, sometimes radical and abrupt, of the guidelines established by their predecessors, introducing new variables in the policies for scientific and technological development.
