To ensure it can access the most cutting-edge technology, the Pentagon must cast a wider net and remove some barriers to entry, one panelist at a Center for Strategic and International Studies event said Dec. 7. Pierre Chao, a co-founder of Renaissance Strategic Advisors, told the audience that the Defense Department's push to attract some of the most innovative companies shouldn't be limited to Silicon Valley. To truly find the best emerging technologies, DOD must look in places like Silicon Alley in Manhattan, Research Triangle in North Carolina and even Seoul, South Korea; Shanghai, China; and Geneva, Switzerland, he said. But perhaps more important than looking in the right places, Chao said, is removing barriers to entry, such as the Pentagon's push for intellectual property, debates over commercial buying and an emphasis on cost analysis of products. Those issues, he said, have "not escaped the attention, frankly, of Silicon Valley."
