The Army's unfunded priorities next year include buying back shortfalls the service sees in readiness, sustainment and installations, while boosting key modernization efforts like network infrastructure, improved missile interceptors and helicopter survivability. The ground service has a total of $7.5 billion in unfunded requirements above its $126.5 billion fiscal year 2016 base budget request, according to a March 16 letter signed by Army Chief of Staff Gen. Raymond Odierno. The military services' unfunded priorities lists were sent to lawmakers accompanied by a cover letter from Defense Secretary Ash Carter, who noted that he does "not endorse any of these additional priorities unless enacted funding exceeds the amount requested in the President's Budget (PB) for 2016." The Army's unfunded priorities in its modernization accounts amount to $2.1 billion in FY-16. The list includes $975 million for network modernization and cybersecurity upgrades, $200 million to procure an unspecified number of Patriot Advanced Capability-3 Missile Segment Enhanced interceptors and $ 110 million to develop and procure Common Infrared Countermeasures for AH-64E Apache helicopters.
