Iso-ne Wins Changes To End Payments For 'phantom' Load Response, But Issues Remain

While the commission voted recently to approve changes to market rules that govern ISO New England's day-ahead load response program (DALRP), two members were not entirely satisfied with how individual customer baseline loads are now determined.rnISO-NE proposed changes (ER08-538) to the program in February, explaining the rules allowed certain market behavior resulting in payments for "phantom" load reductions. Under the DALRP, participants bid a day-ahead price for a firm amount of load reduction when locational marginal prices clear at levels that equal or exceed the bid price. Since 2003, the minimum bid price has been $50/MWh.
