FERC should deny request of PJM customer to convert transmission service, EPSA says

The proposal of FirstEnergy Solutions to swap one type of transmission service for another exceeds the scope of FirstEner-gy's rollover rights, is not in the PJM Interconnection tariff and is contrary to FERC precedent, the Electric Power Supply Association recently asserted in asking that it be rejected.rn"FERC should not grant a petition that asks the commission to rule, even in principle, on a transmission service that does not currently exist in PJM's tariff and has not been through the PJM stakeholder process," EPSA said in April 4 comments. What's more, FirstEnergy's petition is premature, it asserted.rnFirstEnergy in a March petition (EL09-39) told FERC that it would better serve the purpose of PJM's forward capacity market to convert 1,000 MW of FirstEnergy's firm point-to-point transmission service to "network external designated'' service with continued rollover rights.
