Settlement resolves long-running seam disputernbetween MISO, SPP over Entergy integration

FERC on Thursday approved an uncontested settlement resolving arndispute over transmission flows between Midcontinent IndependentrnSystem Operator and Southwest Power Pool.rnThe settlement agreement filed with FERC October 13 creates arnpayment mechanism for MISO to compensate SPP and a group ofrnneighboring non-ISO utilities when their facilities are used to movernpower from the traditional MISO footprint into MISO South, which wasrncreated when Entergy and others joined MISO in late 2013.rnMISO and SPP had been at odds over such compensation sincernearly 2014. The ISOs clashed over whether their joint operatingrnagreement allowed MISO to send power flows in excess of the 1,000 MW direct physical connection between its traditional and southernrnfootprints. SPP argued that the practice improperly used its assets andrnrequired compensation, while MISO argued that the JOA allowed it tornsend such flows under certain conditions (EL14-21).
