Affiliate sales between SDG&E, Sempra for resource adequacy win FERC sign-off

FERC has cleared the way for Sempra Gas & Power Marketing to make wholesale power sales to an affiliate utility in need of additional capacity to meet California’s resource adequacy requirements for 2018. The state’s resource adequacy program requires load-serving entities to have enough capacity to cover their forecast annual peak demand as well as a 15% planning reserve margin. LSEs have both a local capacity obligation and a system-wide one. San Diego Gas & Electric was short capacity prior to its year-ahead 2018 local resource adequacy showing, and thus held a competitive solicitation in March to procure local San Diego-Imperial Valley resource adequacy capacity. SDG&E selected a number of resources to satisfy its 2018 needs, among them capacity Sempra markets from its Termoelectrica de Mexicali power plant.
