Staff finds FERC transmission policies on target, ‘robust’ participation by nonincumbents

A report released by FERC staff on October 6 found nonincumbent participation in transmission projects in multiple planning regions has been fairly “robust” based on updated metrics for determining whether FERC policies are stimulating needed construction. Of particular significance, the report found that 47% of all proposals submitted in four of the five transmission planning regions that have held competitive transmission development processes since the implementation of Order 1000 were from nonincumbent transmission developers.
