Cal-ISO backs Western energy crisis settlement resolving alleged billing error

California's grid operator last week said it supported a proposed settlement that would shift liabilities among three utilities for charges incurred during the Western energy crisis, ending a nearly 15-year-old proceeding. The settlement offer filed with FERC May 4 would allow Pacific Gas and Electric, Southern California Edison and San Diego Gas & Electric to resolve claims tied to payments made for energy provided to the California Energy Resources Scheduling Division (CERS) of the California Department of Water Resources between January 17 and February 28 of 2001 to meet the load requirements of the utilities' retail customers.
