Cal-ISO aims to ease Powerex EIM limitations caused by market power mitigation

Powerex’s participation in the Western Energy Imbalance Market has been limited by an unexpected consequence of the way California Independent System Operator mitigates potential market power. Powerex, BC Hydro’s trading arm, started participating in the EIM on April 4, but is limiting its exports into the market to avoid being forced to sell at a bid price that doesn’t reflect its opportunity costs, Cal-ISO said in a waiver request filed April 10 at FERC (ER18-1339). Based in Vancouver, British Columbia, BC Hydro owns 11,869 MW of hydroelectric generation. Powerex, the first Canadian entity to join the EIM, participates by aggregating BC Hydro’s generating assets.
