FERC launches inquiry into new Tri-State exit fee rules for departing members

The Federal Energy Regulatory Commission on Oct. 29 accepted new exit fee rules proposed by Tri-State Generation and Transmission Association but launched an inquiry into whether the methodology may overestimate payments necessary to make remaining members whole. At issue is a long-running dispute over how Tri-State, a cooperative with 42 utility member-owners in Colorado, Nebraska, New Mexico and Wyoming, calculates exit charges for members that wish to leave.
