SPP sent back to drawing board by FERC on transmission cost-allocation waiver proposal

Southwest Power Pool’s effort to broaden the cost responsibilities for transmission projects meant to bring wind generation from remote locations to demand centers failed to pass muster with the Federal Energy Regulatory Commission. The commission June 11 rejected a proposal (ER21-1676) that would have allowed, on a case-by-case basis, the costs of transmission facilities between 100 kV and 300 kV to be fully allocated to the SPP region. Such projects, known as Byway facilities, currently have 33% of their costs allocated on a regional basis with the remaining 67% of costs assigned to the SPP pricing zone in which the facilities are located.
