Protesters assail NYISO transmission owners’ bid to earn return on upgrades

Electric transmission owners in New York Independent System Operator are seeking to earn a return on certain grid upgrades as the state ramps up climate action, but that effort has run into stiff resistance at the Federal Energy Regulatory Commission. At issue is an April 9 complaint (EL21-66) filed by a coalition of NYISO transmission owners claiming that the grid operator’s tariff inappropriately bars them from earning a regulated rate of return on upgrade facilities needed to accommodate new interconnection customers. In addition to reaching 100% carbon-free power by 2040, New York’s sweeping climate legislation requires 9,000 MW of offshore wind by 2035, 3,000 MW of energy storage by 2030, and 6,000 MW of total installed solar by 2025.
