FERC gives nod to Cal-ISO plan to facilitate hydro participation in the Western EIM

The Federal Energy Regulatory Commission tossed an aspect of a planto boost participation of fast-ramping hydroelectric resources in theWestern Energy Imbalance Market that FERC said would harm marketpower mitigation, but otherwise gave California’s grid operator thegreen light to proceed with the rest of the proposal.In transmission-constrained areas deemed structurallyuncompetitive, California Independent System Operator mitigates bidsthat are higher than the competitive locational marginal price. Thismitigation, when applied to the EIM, can cause dispatch of resourcesbeyond the required energy offer amount for EIM participation andresult in EIM participants being dispatched to export and serve externalload at prices below their bids.
