Rate incentives sought for massive NY transmission project to ease congestion

The New York Power Authority is seeking three rate incentives to facilitate development of its portion of a transmission project needed to relieve severe and chronic congestion between upstate and downstate New York. The New York Independent System Operator in December announced the winners of a competitive solicitation to address public policy transmission needs associated with the state’s Central East and Upstate New York /Southeast New York interfaces.
