Proposed changes to PJM Interconnection’s benefit-cost analysis for electric transmission upgrades and expansions are just and reasonable, the Federal Energy Regulatory Commission determined last week. In issuing its decision Tuesday, FERC dismissed protests to PJM’s proposal from transmission developers NextEra Energy Transmission and ITC Holdings subsidiary ITC Mid-Atlantic Development. They argued the revisions would unfairly favor projects with earlier in-service dates, including smaller, more incremental market efficiency projects that can be completed more quickly.
