Seven Democratic attorneys general, led by New York, are battlingFERC’s narrowed approach to greenhouse gas considerations ininterstate natural gas pipeline reviews.They have waded into litigation concerning the New Market Project,a Dominion Transmission compression project in upstate New York,saying they have limited ability to tackle GHG emissions from projectsthat cross state boundaries.A decision in the case could have ramifications for other pipelineproject approvals as well because it targets the new, scaled-backapproach FERC outlined in the May 2018 rehearing order on the112,000 Dt/d project in upstate New York.
