標準化フォーマットに基づく大学情報の公開アメリカ州立大学団体の試行から

摘要

高等教育機関が，教育研究の質の向上と，社会に対して説明責任を果たすことは，日本のみならず世界の先進国が共 通に抱える課題である。この課題について，アメリカでは州立大学を中心に，2007年からボランタリー・システム・ オブ・アカウンタビリティー（VSA）としヽう取り組みが行われている。VSAは，大学情報の公開を通じて，大学改革を 促し，同時に社会に対して適切な情報の提供を目的としている。そのために，共通化された大学情報のフォーマット であるカレッジ・ポートレイトを用い，高等教育界が自発的に問題解決を試みているものである。本報告では，VSA の取り組みの紹介を通じ，日本における今後の大学情報の収集および公開方法のあり方を検討している。%This study repqjrts a case of activity of the public information in American higher education for considering the existence of the system of disclosure and collecting information in Japanese colleges and universities. Information resources are essential for promoting university reform and informing the public of its importance. Improving the quality and accountability of higher education is becoming increasingly important in Japan and other developed countries. Although the U.S. leads the discussion of these issues, the U.S. higher education community is currently faced with a decrease in the quality of college and university graduates and an increase in the demand for accountability. The group of university leaders and two higher education associations of public colleges and universities initiated the Voluntary System of Accountability (VSA) to resolve these problems. The VSA is a voluntary initiative by public four-year universities to supply basic, comparable information to the public on the undergraduate student experience, based on College Portrait (CP). CP is a standardized data set of colleges and universities, containing data on student and campus characteristics, the cost of attendance, student success and progress rates, campus safety, class size, student experiences on campus, and student learning outcomes. The VSA initiative and CP offer numerous suggestions for obtaining accurate and meaningful data for improving the educational quality and accountability in Japan.
