Global City Performance Survey 2008

The Open City Portal has conducted a survey of cities across the world in terms of their performance in innovation, entrepreneurship and high-tech cluster formations, referred to as Knowledge Economic Indicators, including ICT infrastructure, human capital, social capital and institutional capital. The Open City Portal is an open-source platform which makes it possible for cities to create and maintain their own portal site without requiring a significant budget or in-house IT specialists. All the information is grouped by citizens' life cycle events and customized to citizens' needs rather than by government organizations. The Open City Portal and The Open City Taskforce are under the leadership of Motoo Kusakabe, Senior Advisor to the President, European Bank for Reconstruction and Development It is an objective of the Open City Portal to help achieve major goals of e-Government, such as interactive communication with citizens, inclusion of citizens and private sector service providers in the development of community information, schools, hospitals and other urban amenities. Citizens can download all the public information, enabling them to participate in the policy-making process. The portal provides a single entry point for each service category, which simplifies administrative processes.
