Last fall, [Joe Hunnicutt] met with Don Upsen, Virginia's (and to date America's only) Secretary of Technology. The two planned a Petaluma-like strategy: To bring in a small operation that would prove the work ethic and high skills of the local workforce, and whose success would attract new employers. The pioneer was Unisys, a Bluebell, Pa.-- based business solutions company, which opened a small help-desk center.
