Over the past few years, TRL has seen a positive trend in the development of robust highway management policies. This trend is also pleasing given TRL's continuing commitment to raising these relevant issues with highway authorities across the United Kingdom. These developments have reinforced the need for risk management strategies and the development of relevant and demonstrable policies and procedures in relation to network management. TRL's recent focus has been on helping organisations to review and improve their policies (which importantly, includes an assessment of resultant records and their management). This process often highlights the importance of staff training and development in support of the organisation's policies and it is on this final point that this article will concentrate. In my opinion, supporting and training officers at the 'coalface' is perhaps the biggest issue currently facing the highways industry and whilst the development and deployment of network management policies is enough to satisfy those simply with an interest in the organisations' obligations, it is the effective training and development of the highway inspectorate that will truly close the process loop.
