Knowledge and information is critical to the operational success of any business be it a multinational oil company or those involved in the maintenance and management of a multi billion pound highway network. In 2006, as a component of Whole Government Accounting, it is proposed that a system of financial accounting be introduced in English local authorities, in line with current central government and international good practice. The outcome of this is that, in producing highway asset management plans, highway authorities will need in place a system of management and data systems to quantify both the financial needs to achieve strategic objectives and the progress made towards those objectives. In so doing, there is an implicit need to review those different aspects of road maintenance, not least winter service plans and objectives.
