With increasing levels of uncertainty over future funding levels and government promises of budget cuts, Councils are, in many cases, being forced to review how they deliver services to their end users. Traditionally Local Authorities have adopted a fragmented approach to fleet provision with individual Transport and Fleet Managers specifying their own departmental fleet requirements according to their objectives; highways maintenance, delivery of school meals, refuse collection, community transport, passenger transport and so on.
