A solo bid from Atkins has pipped a strong field of joint ventures to clinch a highways maintenance outsourcing deal for Oxfordshire County Council valued at £350 million.rnJVs featuring EnterpriseMouchel, Balfour Beatty/Halcrow, Colas/Scott Wilson and Ringway/Jacobs all priced the deal but the only other bidders left in the running at the close was a May/Gurney joint venture and a solo bid from Amey.The contract, which will run for 10 years with the possibility of a 10-yearrnextension, includes design services, construction of improvement schemes, policy and strategy advice and support, network management plus cyclic, reactive and planned maintenance.
