Should the Highways Agency be dismantled?

Readers who avidly follow the party conference season may have noticed that the Liberal Democrats' local government leader has called for the Highways Agency to be dismantled and hence presumably join the other public bodies on top of the "bonfire of the quangos". Gerald Vernon-Jackson told a Centre for Cities fringe meeting at his party annual conference in Brighton that the government should "get rid of the Highways Agency and just leave it to run the motorways'.
