Bitumen accounts for around a third of the cost of constructing a new carriageway pavement having increased in price by nearly 60 per cent over the last two years. Volatile bitumen prices are being driven by a decrease in European refinery production as more of these facilities are converted to produce high-value diesel products. This situation was exacerbated earlier this year when Petroplus, one of the largest UK refiners entered administration.
