Finding the right balance between durable repair and cost efficiency is a big challenge to local authority highways departments. Understanding and acting on residents' perceptions can support this decision-making process by encouraging the effective application of limited resources, by ensuring well-targeted cost reduction and anticipate demands on service delivery. The Pothole Review recommends that local highway authorities monitor road, footway and cycle way conditions and repairs on an annual basis.
