Funding cuts are forcing authorities to look at different financing models. Investment in highways is a crucial component of the National Infrastructure Plan 2011 (NIP2) which was issued in November last year. With public spending projected to fall and the role of private finance in public procurement due to be changed, new funding models and payment mechanisms must be explored. At the moment, within the UK infrastructure market, there is a lot of discussion as to what may be learned from other international models and approaches, but equally, there may be some approaches within NIP2 that are of broader application beyond the shores of the UK.
