Kelvin Reynolds, director of policy at the British Parking Association (BPA), argues that proper and effective parking management should be managed by local authorities. Ever since the Portas Review in 2011, the government has been looking at ways to help curb 'over-zealous' parking enforcement and the high cost of parking, which it is claimed are "driving people out of town centres, pushing up the cost of living and making it harder for people to park responsibly and go about their everyday lives."
