Of the 20 local authorities in the Midlands Highway Alliance, Staffordshire County Council uses LTA the most extensively. Five years ago, it began trials of binder course, which led to LTA becoming the default binder material on all schemes between April and September. Following trials of surface course, LTA also became the default surface material during the same months. LTA was first introduced in Staffordshire for its potential environmental benefits. Through its partnership with Amey, the local authority was able to undertake early trials that helped develop specifications for its use in the region. Trials in winter showed that the LTA material cooled too quickly and lost its workability, so conventional asphalt is still used during the winter months or when the temperature drops significantly.
