Transformation, reformation or optimisation? The alternative cases

Typically, the modernisation approach chosen by a local highways authority has been driven by either fiscal considerations (principally budget cuts], the deteriorating condition of the assets or the increasing demands for better services from politicians and the public. These largely competing demands have required senior highways managers to radically rethink current structures and processes. From FHRC research, three main approaches have emerged - optimisation, reformation and transformation.
