Trying to make sense of highways and transport in the UK

As part of the continuing crisis around Coronavirus, thoughts are turning to kickstarting economic activity. For our highway network, all the talk of the potential to grow walking and cycling sits in the vast shadow of road building in terms of 'shovel-ready' infrastructure projects. My views on where we should invest are no secret but, putting this to one side, I am left wondering why there isn't much talk about maintenance, which surely is the ultimate in shovel-ready work?
