The Government has set a£28.8bn budget for strategic and major local roads for the five years from 2020, with Highways England receiving £25.3m for the second Road Investment Strategy (RIS) and the rest shared between large local majors (LLM) and the major road network [MRN] - a new tier of significant local authority A roads sitting beneath the strategic road network (SRN). It is a welcome investment, but how do we make sure the money is spent in the right places, where the economic and social benefits are greatest? And what influence can the regions have on central government decision-making?
