Putting procurement in its place

It has been clear for some time, certainly since I became ADEPT president last May, that there is some frustration with the current procurement system. Commissioners, including Highways England and many local authorities, agree that the way we contract with the private sector does not always deliver the right outcome, effective innovation or indeed, the best relationships.
