By definition, paper mills make the products while paper merchants warehouse and distribute the products that are manufactured at the mills. The paper merchant's role is varied and is important to the manufacturers. Merchants represent the link in the supply chain between the paper mills and their customers. The goal in this connection is for the mills to reduce selling costs and have more efficient marketing organizations.
