Stormwater Management-a Task which has to Rely on Local, Regional and National Cooperation

August 2002: With an Elbe water level of 9.40 m, a hundred year flood leaves a dramatic damage. Flooding, destruction of the equipment or sewer collapses caused damages of more than 50 millions of € at the Stadtentwaesserung Dresden (SEDD) alone. No one had expected such an extreme weather event, the cooperation of major stakeholders of civil protection was rusty, and precautionary measures were only of limited use or non-existent. Climate change as one of the possible causes moved into the focus of the Dres-deners with a bang. Since then much has happened. June 2013: The June 2013 flood on the Elbe was that with the highest runoff volume, the third highest level and in addition accompanied by heavy precipitation. That the damages for Dresden, e.g. for the SEDD, with approx. € 2 million were rather limited is a considerable success. Together with local and state politics, together with science, together with relevant neighbours along the Elbe catchment area as well as together with the direct stakeholders, from construction and water authorities to the state dam administration to the drinking water and sewage companies, we struggle to find a balance in dealing with extreme weather events. We work together on a sustainable stormwater management that puts prevention and protection measures in a practical relation to technical, social and financial resources.
